The one from Uruguay is Scott #153. Issue date for that stamp series is between 1900-1910.
The second one from Chile seems to be either a Scott #104 (1911); #133 (1915-25); #155A (1928-31); #165 (1929); or #171 (1929). Slight differences in engraving, lithographing and/or redrawn varieties need to be studied to determine the exact identification.
Since I don't actively collect stamps from Chile, perhaps someone who specializes in this country can provide more information on the exact variety you have shown.
