I use clear vario sheets with 2 pockets. In that way you can view the front and the back of the cover. You can put the cover in the one pocket and information about it in the other pocket. I mainly do this for my airship covers, but I am starting to do it for my eastern Washington state as well.

My father has a binder of FDCs that the covers are mounted in sleeves
that are just like Showgard style mounts. They are clear on the front,
have the black backing, and the back of the black portion has the same
adhesive that the Showgard style mounts have. So the sleeve sticks to
your page, and the cover slides in. The only difference is that they
are sleeves, only open on one end, and not 'fold over' like the stamp mounts.
