Does anyone know how the submarine mini-panes soak off?

I have a selvage pane on piece and want it off -- but not damaged or sticky.

If you are referring to Scott #3372-3377, the US Submarine issue of calendar year 2000, they were all issued in water activated gum, so soaking shouldn't be a problem.
