German postal cover 1888.Year based on postmark (image 2).It is a folded paper inside blank.At one corner of the blank paper embossed words in German (image 3).Any idea what the words are or for what it is?Thanks.

The words are : kreisausschuss wiessenfelser kreises

Which translates to : District Committee of Weißenfels District.
