Question About Scott Numbering For Special Hndling Stamps

I noticed, according to my Scott Specialized (2001), that QE1 - QE3 were issued in 1955, and QE1a - QE3a (wet printing) were issued in 1928. It's not a big deal, but I am curious as to why Scott gave the earlier stamps the "a" suffix. It makes me wonder how Scott numbered the 1928 stamps prior to 1955. Can anyone explain this?

My 2011 Scott Specialized shows QE1-3 being issued in 1928 and QE1a-3a being issued in 1955. But interestingly, my 1983 Scott Specialized makes no mention of the 1955 dry printings (QE1a-3a).

Thanks for clearing up the numbering question, wt1. I am always amazed at the collection of knowledge, especially obscure facts, that is possessed by the members of this forum.
