US Philippines Victory 12c Position "White Spot " Error?

I recently purchased this cover on ebay because it was clean, had a great looking plate number block with a nice killer on cover. IT was advertised as a "white spot error", that I am unfamiliar with, really just liked the cover. I probably overpaid but I don't care because its a great looking cover and I HAD TO HAVE IT!

Is anyone here familiar with this variety,"White Spot"?
