A Smeared 2c George Washington Stamp

The stamp is obviously quite damaged, but it caught my eye affixed to a cover dated January 5, 1920.

Anyone care to guess if the smeared ink at the bottom of the stamp is due to an anomaly that occurred during printing (wiping error?) or did it occur later on?

Would it be that they just over inked the plates or did a bad polishing job? For what it's worth, here is my copy of a smeary washington Franklin.
