It seems to me, that a damaged stamp was applied. Gestapo (Geheime Staatspolizei) in Wuppertal at that time uses the cover and form of the `POLIZEIPRAESIDENT IN WUPPERTAL`, simply applying a handstamp over it.
Related story: the (protestant) CONFESSING CHURCH (opposed to the GERMAN CHRISTIANS) had a preacher seminary in Elberfeld lead by Hermann Albert Hesse (members of the Confessing Church refused taking an oath - form in the name of the `fuhrer`). - although the bravest leaders did more than that: Dietrich Bonhoeffer (lutheran preacher) was involved in plans to asassinate Hitler- was hanged.
The son of above mentioned Hermann Albert Hesse, Helmut Hesse died in Dachau Concentration camp in 1943 (for criticizing in his preaches the regim), his father survived- released before end of war.

Exchange students also attended the seminary (I knew of Hungarians and Scottish). My grandfather received this citing at 10.05. 1938. The seminary was under surveillance. Soon after foreign students were adviced to leave by their teachers.

Interesting piece of history Wadmalatz

It was a dark time the world but the Third Reich did produce a lot of nice interesting philatelic item is the 12 years of its' history.

Those stamps scared me as a kid; still do. The same atrocities are still happening, just under different regimes and in different countries. Send a prayer for Enlightenment into the world.
