It's loosely based on US Stamp Scott 4524d which was also the theme of last week's Postal Bulletin:

The text in the graphic is supposed to say: "TURN OFF LIGHTS"
The text at the bottom of the slogan postmark says "ENERGY ACTION MONTH".
Here's another slogan cancel from Buffalo, NY dated 10/4/2012. This is not my slogan cancel, but was carried on VSC the other day:

What I have found interesting is that it's rather unusual to see a slogan with the wavy bars "killer" portion of the cancel incorporated as part of the design.
What location did you receive mail with that slogan cancel and what was the date of the postmark?
It's very frustrating for collectors to learn that the USPS does not release any of this data to the general public so it's up to us collectors to report these finds to each other to know what locations are using them, if there are any other varieties in use and/or the earliest use date.
