They are listed in the Scott Specialized Catalog of US Stamps under "Consular Service Fee Stamps" and would be either an RK27 (if perf. 10) valued at $42.50 or an RK34 (perf. 11) valued at $3.75.

As was stated above, multiples of consular fee stamps are not the norm. They range from somewhat uncommon (low values used to make up common rates, such as this pair did) to very scarce or even possibly unique usages(large multiples of $5 or $10 values used to make up singular rates).
