Washington A140 Imperf. Vertical Coil

I came across this today and not sure on the ID. I thought it was a Scott #459 but in Scotts it says "No. 459 is a horizontal coil." This appears to have been cut at top and bottom, which to me would mean vertical coil. The stamp is actually more of a lake in color but my cheap camera shows it like this. Am I wrong or what?

It is an imperf as issued. Could be one of several Scott numbers depending on Flat press or Rotary, Type 1, 2 ,3 etc.

I forgot to mention that it measures 18.5 x 22 mm and has a wmk. 190 and is a type I, to the best of my knowledge.

Flat Plate, Imperf. w/single line watermark is 409, or possibly 409V. On a single copy, hard to say its 409V.
