not sure if it is a 554d or 579

The 554d was only perf 10 on one side and was flat plate. Your stamp is rotary press and, if it is 11x10, would be 579.

according to ezperf and a manual method it comes out as 11 x 10. I use a Precision US Specialty Multi-gauge.
If this turns out to be true, I will be annoyed as I sent a letter to the APS yesterday with one of these on it (as postage).

Daryl, this one is pretty eazy being that the margins clearly show evidence of the wiper blades which was only used on rotary press. Additionally, the color is wrong for flat plate. The flat plate were more reddish and this has the more rose tint of the rotary printings.

how do you
tell about the wiper blades? the reddish color on the margins?

Yes, these blades were designed to remove the excess ink from the plates but they often left a thin film of ink causing a surface tint effect. When the blades became worn they woul leave linear ink streaks.

The bottom perfs look odd. Maybe reperforated?

I put a straight edge all all sides of the stamp on the screen the two sides pref lined up but the top and bottom are uneven and look re-prefed.

I doubt it has been reperfed gentlemen. This stamp was purchased by the previous owner when it came out of the post office.

I believe it is perfs. added to a 599. Perf. holes on the top an bottom do not line up.
