I need help in identifying this cancellation. I can make out the June 27, 1899 and I see the Washington DC, but there is a whole bunch going on here that I don't get. RPO or HPO? Any ideas?

Howdy,
That is a Washington DC Collection and Distribution Wagon Service postmark. There are a few different varieties known from 1896 to 1900 from Wash DC. Similar postmarks exist from the same service used in Buffalo and New York City. There is a good monograph on the subject published by the Mobile Post Office Society that can be had for about $10 I think.

Addition: The postmark reads on the top arc "COLLECT'N,&DIST'N" and the bottom arc "WAGON No 1". Hope that helps.

Although searching for the history is fun for me I had trouble with this one. I have come to find the knowledge of the people on this forum never ceases to amaze me. Thank You Mike and wt1. I especially appreciate the link.
