Looks like it was soaked off of, or in the same vat with a red coloured envelope.

A little late for this victim but stamps on colored paper should always be soaked separately or better still removed from the colored paper in a sweat box. Soaking separately at least protects other stamps from being dyed. Sweat box improves the odd of not dyeing the subject stamp by a huge amount.
