Blind perfs or at least residual chads at left, staining at top and a foreign object on George's forehead and the difficult to notice slightly overinked diagonal swath that intersects the second cluster of leaves (from the top)on the right side
I do not believe there is anything wrong, other than the stain spots. It appears to be an offset printed version of this issue. Offset is the type of printing press and its particular manner of printing. The quality is generally less than engraved stamps which was used for the majority of the Washington 2 cents stamps of the early 1900s.
