I'm not sure I would call it never hinged. The top three perfs on the right side look like they have the remains of a hinge mark from when the stamp was part of a multiple.

I don't agree. you are assuming it was a hinged multiple... that's a big assumption.

I think it's the light. Several perfs look to be without gum on initial inspection (not just the upper right), but I'm confident it's never hinged.
