It's being sent to the International Red Cross Agency in Geneva, Switzerland that dealt with Prisoners of War. Could be that they were contacting the agency trying to see if they could find someone for them.

I just did a bit of quick reading. During World War II, Romania first sided with Nazi Germany and committed more soldiers to the Eastern Front against the Soviets than all other allies of Germany combined. It wasn't until August 1944 that King Michael I led a coup to otherthrown the facist dictatorship. Romania then switched sides, but that didn't stop the Soviets from taking 130,000 Romanian soldiers prisoner and occupied the country.

It appears to me the addressee if trying to address the

"Comite Internationale de la Croix-Rouge, l'Agence centrale des prisonniers de guerre"

or in English

"The Central Agency for Prisoners of War, International Committee of the Red Cross"

For your information, the correspondnce addressed to the "Comité de la Croix Rouge" were postage free. Your cover was sen by registered, The stamps on the letter are to cover the registration fees.
