Doesn't look faded. Looks like there's a film over it or it was gummed on the wrong side but it's a self adhesive.

I have had this happened once and a while when I tried to soak an adhesive stamp.

It could have also had a piece of tape over it at one time and was removed thus the faded look. The tape lifted some of the color off the front of the stamp.
