Washington Perf Error? Please Help ID

Hi all-

I've perfed this stamp at least ten times, just to be sure. It's a dead-on 11. I can't find this design in a perf 11 vert in the Scott catalog, or in my album.

Do you folks think it may be a perf error? If so, is it of any value? Could this have been faked for no good reason?

My guess: faked for no good reason, the perfs scissored off of the top.

I measured the stamp. It's 24.5 mm top to bottom. Does that suggest that there was enough "room" to scissor the top or bottom?
