No, it's J.C.&Co., a well known rimless cancel but not known on document, at least to my knowledge. So they are unknown as far as I am aware. This stamp also means that there are/were horrible examples with this cancel running around someplace, so I wouldn't complain about the top margin to much. Be glad it does not exist imperf or it probably would have been trimmed decades ago.
