Unusual US Customs And Duty Markings On Piece From GB

I love interesting postal markings. To be honest I do not recall in the least who I got this from, but it is a bit of a puzzle.

One stamp says a 10 cents customs fee is to be charged by using a postage due stamp, another says "Duty Free, Saint Paul, MN US Customs"



Anyone have any insights as to what is going on?

Bonus points for anyone who can tell me what the GB CDS cancel cays.

Is it possible that the 10c fee was for Customs inspection, and the items inside were found not to require a duty, thus accounting for the second marking?

I think doug2222's explanation is likely, because the letter could have cleared customs at St. Paul, and the letter's recipient was nicked for the 10c customs clearance...hence the Albert Lea cancel on the postage due.

Thank you gentlemen, that makes sense. So basically, 2.5 pence cost 10 cents US. So basically it cost 20 cents to get a large envelope from GB to US at this time. By today's standards that is about $1.50. So, not too bad.
