Need Translation/Info On Felpost Cover Please?

This belongs to a friend of mine and he can't find anything on it. Any information on this feldpost cover would be greatly appreciated! Thank you.

German isn't one of my languages, but my German dictionary says 'Amstgericht' is a District Court and 'Bürgermeister' is a Mayor. So not a feldpost cover, just an internal government letter.

This reference to Lichtenfels is probably the (town and) district in Bavaria, as the letter is addressed to Michelau (and again, when you are choosing among more than one option, this Michelau is probably the one in Lichtenfels).
