I need your help in identifying this. There are no perforations or watermarks. The obverse side is blank. It is printed on thick paper such as card stock. It measures approximately 64mm X 36mm (2.5 inches X 1.5 inches) It has the word specimen overprinted in blue. The printing in the center states "Thirty Dolls" (Dollars). There is also a half-round hole punch.

Looks more like a currency specimen to me than anything philatelic.
