Are there just the 2 variations of this stamp. Scott numbers 1278 and 1299?

YES....#1278 regular perf 11x10.5, #1299 coil, perf 10 vertical

Scott 1278 was also issued in booklet form (1278a - pane of 8, and 1278b - pane of 4+2 labels (May 10, 1971)) and as a Bureau precancel (1278c).

Also, the #1299 Coil was available as a Bureau precancel (1299a).
