USPS And Csac Revises Stamp Subject Selection Criteria

The USPS website link below offers an updated list of the 11 major criteria now guiding stamp subject selection, as well as an up-to-date list of the Citizens Stamp Advisory Committee (CSAC) membership (as of January 2014):

This represents a significant change from previously listed stamp subject criteria that had been dropped in recent months from this website (presumably as revisions were being made to it).

I found this guideline interesting:

"Stamps for the major service academies will be considered on a case-by-case basis for 50-year anniversaries, or multiples thereof."

I wonder what a "minor service academy" is? Perhaps the U.S. Merchant Marine Academy is left out in the cold?
