Does anyone know the difference between 4782 and 4782a?

These are all from the Flag for All Seasons Booklets. The Scott #4782 through 4785 were issued as a CB20 on 05/17/2013 in Rochester, NY; the Scott #4782a through 4785a were issued as a CB10 on 08/16/2013 in Independence, OH. The latter is said to have "overall tagging".
