I don't think the stamp is anything that special (Scott 184) but the cancellation is a bit unusual ... I call it "Washington Behind the 8 Ball"!

I think it's a foreign (French?) cancel.

This is a US cancel, big cities used many different numbers.

The item shown is a 4 ring....
Some are 3, 2....
