Yes and no.
The C138 stamp is the original one (solid tagging) with a 2001 date in the LL corner, issued May 30, 2001.
The C138a, issued in March 2003 (overall tagging) will also contain the 2001 date in the LL corner.
What you are referring to is a C138b, which first appeared in January 2005. It is basically a C138a stamp (overall tagging) but with a 2005 date in the LL corner.
However, none of these varieties result in any change to value, either mint or used.
