Was the 1976 Bicentennial Issue Scott# 1686-1689 the First U.S. Souvenir Sheets to be issued?

No ... there were the Farleys in the 30s. Also TIPEX (not sure of the acronym) not long after the Farleys. And CIPEX in the 40s (with reprints of Scott #1 & #2 in different colors). There was another one in the Liberty Series as well.
Added: The Liberty Series SS was FIPEX in the 50s. Then there was SIPEX in the 60s ... had forgotten about that one.
Wow, I'm really slipping. I forgot about White Plains which was probably the earliest one. |

JLLebbert I forgot about the Tipex. No a Pane/sheet like Scott#630 or the Farley issues 766 or 767 as some might call it is not a souvenir sheet. Those are just panes or sheets. I just got an education by Kim "khj" on the difference between a Pane and a Sheet last week. Same way with a Se-Tenant. They are not souvenir sheets. Scott#797 is getting closer to the first one. Scott#948 would be the next one. |

In that sense all commemorative issues are souvenirs, just not souvenir sheets. |

"Souvenir sheets" are usually valid for postage, which the Truck sheet isn't. So I would not consider it a souvenir sheet in that sense.

Rileysan I think you are right. Even Mystic lists 630 as the first one in their catalog. |

I have seen plenty. ...Both gummed and ungummed.
There was a post here a few weeks ago....
About a overprint on that sheet...that is the 1st

We talked about the Philatelic Truck issue in another thread. The Scott US Specialized Catalog refers to it as a "forerunner" to the Souvenir Cards issued by the USPS and the Bureau of Engraving and Printing. The term "Souvenir Cards" (as opposed to "Souvenir Sheet") was adopted since the "Souvenir Cards" are not valid for postage whereas "Souvenir Sheets" typically have one or more stamps that are (valid for postage).
The Scott Specialized Catalog also refers to the Philatelic Truck issue as having a value (ungummed) at $8, so a $3 secondary market selling price is about right. |
