Just a quick update - I messaged the APS through ebay messages, and was told this morning that the stamp is being submitted to APEX for expertizing. Bill, if you have connections with Mercer Bristow, you might reach out to him, if you'd like the chance to see what's really going on with this in person.

Here's the APS message:

Hi Matt,

The stamp is being submitted now to the APS APEX expertizing service. If you would like to communicate further with me please email to StampBuddy @ the APS email address..

Matt,

Thank you very much! Indeed, I examine between 400/800 stamps per year for APEX, so I will contact Mercer about this. My guess is that he will gladly send it to me for an opinion.

Michael Bloom is running the APS project to sell material on ebay and solicit memberships from those people who buy. I can't remember the name but it sounded worthwhile last time I talked to him. Nice to see it off the ground.

He is also running the Stamp Buddy program, to provide mentors to adults looking at joining or rejoining the hobby.
