Just received today... seller wasn't
sure, and neither was I... wish the
top of the stamp was there, but, what
the heck... it's my first stamp with
a single digit Scott number... (smiling)

Doubt you can get a clear answer without it being plated. Doesn't appear to me to have been recut on the bottom, but with the top cut into so deeply, you can't tell if there was any re-cutting on the top.

It might if it can be plated from your image. I'm not capable of plating it but there are others on the site who may be able to.

I can scan at 1200, but I'm not certain
it it would be any better, but I'll try...
this scanner is an old 300dpi scanner
so it extrapolates 1200...
