Thank you for the info, I will have to find out for sure which it is once I get it. Who knows the person that is sending it to me may have not even measured the perfs correctly and it may not be either of those.

Here it is but I don't know if I have good enough pictures to tell what is it. I myself can not tell what stamp this is. Any help is appreciated if any know or can tell what stamp this is.

It looks like someone took a booklet single and added fake perfs on the bottom to make it appear to be a perforation error.

554 or 554c due to strait edge(s) and offset on back.
