Scott 2181 Is This A Plate Scratch?

have a used vertical strip of 3 with lower selvage with what appears as a plate scratch thru all 3 stamps and into the lower selvage. Is this a scratch within the plate?

I believe that it is a guide line, or as some of us call it, a LOM line ( Lay Out Mark ).
