how do you tell if they have been re-gummed?

Look for evidence of denture adhesive on the back.

Seriously, look for gum to be spilling into and over the perf holes from the front of the stamp.

Stamps sheets are gummed before they are perforated, so you will never get this if it's genuine. Stamps are re-gummed one at a time so you should see tell-tale signs.
