Guess that the crew at ABNC was rushed that day that they printed the sheet that this stamp came from, looks like it was just tossed onto the stack of freshly printed 3 cent Justice stamps. I'm not sure why the ink is stronger in some places on the front of the stamp, could it be that the plate wasn't wiped evenly?

littleriverphil.....that is a very strong reverse offset.
I can not recall ever seeing one so prominent on an Official.
