Could someone please provide me a source where I might learn more about US Officials of 1873. I'm primarily confused why cancelled officials are easy to find, but official covers from most departments except Treasury, Post Office, and Department of Interior are expensive and difficult to obtain.

This is a index of all of the articles pertaining to Officials in the Chronicle. If you are not a member, you will be only be able to open Issues 223 and below. Issue 169 will not open due to bad scripting errors.
Alan C. Campbell has done the most work on used Officials. Read all article by Alan, I've included the author at the end of each entry, but just used initials in most places, so look for A.C.C. His theory on why Official covers are scarce is because of the nature of the correspondence, it was government business, and not sentimental, the main reason covers were saved. The covers were docketed and saved for a time, but then purged from the files. Hope this will help you.
