Scott # 562 James Monroe Perforations

I have come in possession of a Scott #562 James Monroe with confusing perforations. This stamp as recorded in Scott 2014 book, says the 562 is flat plate perforated 11x11 and the 562 a is a vert. pair, imper. horz. and the 562b, is Imperf.pair and the last entry for 562c says Perf. 10 at to or bottom. I have measured and remeasured the perforations on a Unitrade gauge and come up with exactly 10 perforations on all for sides. I have research this oddity but with no conclusive answers. Maybe I have a rarity? Thanks to all the SCF members in advance

Many of the 4th bureau were later issued in a rotary press printing.

It is the perf. 10 Scott 591, and is Rotary Press, not a variant of the Flat Plate 562.
