Kevin, I wonder if those rarity ratings take into consideration the class of postage stamp. A fairly common perfin might not be so common on a special handling stamp. Unlike fancy cancels which get uniformly applied to whatever passes through, the user of the perfins puts on usage limits that the PO does not apply. How much difference all that makes in the marketplace, I cannot say, but I would certainly look into it if I had much of that kind of thing.
Then again, it's good PR to give the buyer an unexpected break from time to time. |

The ratings are based on a 'common' underlying stamp. Some denominations can sell for a lot more, although the marketplace is inefficient so it depends on who you can find to buy it [ ebay helps enormously in this]. A perfin collector will tell you - the idea is to find a rare perfin on a common stamp, a common perfin on a rare stamp often just kills the value of the rare stamp. |

My 2 cents worth...I agree with Chasa in his comments. The "value" of a stamp depends on a lot of things. If a common perfin is on a valuable stamp, the stamp is useless to most perfin collectors, unless they collect all issues they can find on a particular perfin pattern. Most of the perfins floating around today are results of many, many dealers culling out their stock books of these value lowering items. Values of a perfin is also dependent upon the "quality" of the perfin, No missing perfs, complete pattern, nicely centered, and yes what stamp it appears on. Most collectors are not going to pay any high price for a "E" pattern on a valuable stamp when they can get the same pattern on a lower value stamp! Just sort of works that way. Now when it comes to the rest of the world perfins, pricing is a very different thing. All foreign (for this discussion, foreign means outside of the United States proper), are priced here WAY under what the rest of the world pays for the same exact stamp. A lot of smaller countries have value grades for their countries issues, but it is mostly used by those that live there and collect it. The largest producer of perfins, GB, does not even have their perfins rated yet! I was told by someone up the food chain in the UK : "We are still trying to figure out what we have! Pricing can wait." Rule of thumb, foreign are priced here based on the size of the issuing country and the amount of the material issued. If it falls on a high value stamp, all the better.
I have seen many other countries price things in the Euro amounts, not the cents category we price them in.
I guess I can sum this up by saying, pricing is not fixed in stone ANYWHERE. If you need it buy it, if you don't don't.
