I was reviewing my latest Linn's (3/23/2015) and reading the 2015 US Stamp Program section saw that on 1/12/2015 the USPS issued new Envelope Stationary for both the Bank Swallow & Folk Art Eagle. When I reviewed my Philatelic Catalog (pg. 28) It does not mention a 'new Issue' or a FDC issue date but rather a new packaging of these. It does note that these envelopes have a FSC Logo. These packages contain 24 mint envelopes, 1-each variety of each issue and another package of 24 with First Day Cancel. Is this a variety of the 2013 issue of these stamps & do they carry the 1/12/2015 Kansas City MO FDC_PM?? I'd like to purchase to have a complete set of issues but the catalog is not clear as to date. wt1 does the Postal Bulletin have anything on this?? Also what is the acronym 'FSC' stand for?
