What is the story behind these?
They are the first of the US military rule of the Republic of Cuba issue, Scott #223 to 252. Each with Specimen ovpt in red and small round punch.
They must be from the liquidation of some ABN archives several years ago.
Could someone help me with whatever details you know?

wbrob did ID the stamps: Cuba Scott #223 to 252. He wants to know about the Specimen overprints in red and small round punches.
