I think priority mail is the USPS's bread and butter right now. The cost of this service could change substantially ( not just 5 cents here and a 3 cent increase there, but maybe 50 cents or a dollar at a time) so, I don't think that they want to be out big money over the course of time. Just my take on it...

I agree. Too much potential revenue loss to make Forever Priority Mail stamps a viable option.

The other issue with PM is that there are sheer endless price categories - just think of all the different flat rate products (envelopes, boxes) which all have different base prices, and not just between but also within them. A flat rate envelope costs US$5.75 within the US, but US$24.75 to Australia, $20.55 to Canada...
No, I don't think this would work.

There has been Forever USPS Priority Mail Forever Prepaid envelopes since October 2008. See below. Note upper right "PREPAID FOREVER POSTAGE". They are hard to find on USPS online store. One needs to look under Shipping Supplies. For latest issued see Item # PPEP14F.

Right on, Al!

However, there is a small consideration to the arguments (up thread) that there is too much possible revenue to be lost with future price increases. These Forever Priority Flat Rate envelopes come with your return address printed in them.

If your address is preprinted, there is much less chance for postage arbitrage, thereby weaking the loss of revenue argument. However, with a small effort, you could paste a new return address over the one preprinted when you bought the envelopes. They must be banking on the fact that this over-pasting is too much work for the typical buyer of discount postage.

Interesting. Surely, the USPS bean counters have analyzed this to death.

Yes, USPS does require your return address to be printed on label before they ship to customer (5 minimum envelopes). Note the yellow color on label - each label is Phosphor Tagged.

Al, the tagging looks like it may have a design. Can you confirm yes or no?

The tagging does have a design (a USPS eagle, with the caption UNITED STATES/POSTAL SERVICE underneath). Here's an enhanced image of the watermark/tagging from the original scan:
