Interesting.
Based on the facts, though, it's pretty much a slam dunk, liability-wise: the written admission of the authority that the stamps were removed, along with furniture.
The insurance company is going to have to cough up, but they are trying to lessen the dollar figure of the liability, which they will probably wind up holding only to what can be proven as being in the collection.
Note I say proven. The onus is now on the collector to show what is missing. He probably will be able to prove what was sold to him by the local dealer, but unless he has videotape or some other form of proof for the rest, he may well be out of the bulk of the collection.
