Business reply mail and metering a return envelope are two separate categories of mail. Both are first class mail applications, which run off onto a tangent from the original post of 3rd class clippings.

BRM is a promise to pay postage plus a BRM fee when an envelope is received back by the mailer. Typically used when a low rate of return is expected.

Metering a return envelope is payment in advance (at the moment when metered) typically on mail with a very high return rate. It is not a very common practice compared to BRM.

Here is a nice example of what I think is called an "F-meter""..??

Also called a "KA1" or "KA2"

Nice to see that on a complete cover. Your "F-Meter" is from a Friden PM-4 meter (first used in the US in 1963) and would be the KA2 variety.

Friden eventually became Friden-Neopost and finally just Neopost (as they are known today).
