Believe it or not, if you lookup "mucilage" on Wiki, one of its many uses is for postage stamps!
Quote: Mucilage mixed with water is used as a glue, especially for bonding paper items such as labels, postage stamps, and envelope flaps. Differing types and varying strengths of mucilage can also be used for other adhesive applications, including gluing labels to metal cans, wood to china, and leather to pasteboard.
The perforations between the stamps still have their paper "chads" in them, so philatelists refer to them as "blind perforations." Yours appear to be fully cut but not cleared. These are not valuable and they are more interesting than they are rare.
