You are correct that these are two intact stamps from a booklet pane. As a partial booklet pane there is no extra value - a complete used booklet pane would be of some premium value.

It is an interesting booklet line pair with line on the bottom. This most likely makes it a flat plate booklet.

Aren't line pairs usually coil stamps, and isn't the line between the stamps?

Sheets of 400 stamps were separated by a vertical and horizontal guide line. They can be found on any individual stamp or pairs, top, bottom, left or right. Just depends were the stamp was located in the sheet in relationship to one of the guidelines.
