I found your pic with a caption under it. Check this link:

http://thelouvertureproject.org/ind...s_statue.jpgI also found that the status was erected in 1892 at Cimetière Intérieur of Port-au-Prince and in 1936, it was moved to Pont-Rouge, where he was killed ambushed in 1806.
It is the statue, no question there, but it is no longer the same pedistal with the names shown. Could the statue have been intented to honor one hero then the other later? Maybe, Only if we could read it all clearly can we answer that question.
