It is a type I Scott 453 with a single line watermark. The lower hari of the upward curving pair to the right of Washington's ear is much shorter, a type I indicator (area 9 in the second 1847usa link below). A Scott 491 would be a type II without a watermark. The color would be slightly duller and darker and the paper would be somewhat darker and more fibrous. Almost all type II rotary coils are the watermarked Scott 454.

If I had a nickel for every item marked 388, 356, 519, 491, 449, etc. on the reverse that wasn't... LOL!
