What If A Perf Edge Is Cut Does It Blow Stamp Value?

I am looking at one of my stamps and noticed that it looks like due to the narrow edge near the perf edge due to uncenteredness...that the stamp was removed from the sheet by tear away on all the perf edges except for the bottom. perhaps because the perf edge was close to the stamp design...that they opted to cut along that edge....what does that mean in terms of valuation? It's something I noticed when I took this pic with an HDR effect on the camera to purposely bring out details.

Looks like it may have been scissor-cut at the bottom. This definitely affects the value in that reasonably full perforations on all sides would be expected on a third bureau issue (Washington-Franklin) stamp to have full value. Sorry.

I agree with Rhett. The cut-off perfs would be considered damage. The faulty stamp will not likely bring more than 5-10% of catalog value.
