Modern US Pitney Bowes Meter With Cic Designation

Ever seen one of these before? I received it in the mail the other day and while it's the most common PB meter design currently in use, I don't recall ever seeing the designation "CIC" to the left of the indicia. Does anyone know what it means?

Wt1, I guess it was a bill since the rate was 39.1 cents. Could you tell us who sent it? Of course you can tell us it ain't none of our business!

The meter was sent by my bank to verify my change of address I submitted to them. Their "policy" was to send a form letter to the "old" address and "new" address so as to avoid any potential fradulent changes of address going through their system. Both pieces of mail were received with the same "CIC" meter designation.

Well, no dice. I checked all the meter covers I have and even though some of them are exactly like yours, none of them have CIC on it!
