Milbroco, the easy answer is no. First of all, the stamp has to be engraved. Some of the easiest to find LOM's (Lay Out Markings) are found on the 1981 Transportation Coils. The earliest ones of these were printed on the Cottrell presses and for some reason they show lots of both guide dots and -lines.

Here is a diagram showing the placement of guide dots on the plates that were used to print the US 1851-1857 3-cent imperforates. The dots were only placed every other row because two vertical stamp impressions were rolled onto the plate from the transfer roll at a time (except for the top and bottom rows). I don't know how this compares to the placement of guide dots on the bank note plates:
